Holman Properties comprise a contiguous area encompassing properties along Park Avenue, Highland Cross and Lincoln Avenue.  These include a historic building on Park Avenue, an adjacent building on Highland Cross, which has been determined to house portions of a former church which is deemed historically significant, as well as a Single-Family home and vacant lot on Lincoln Avenue.  The owner, who allowed the properties to deteriorate, requested the entire area be deemed and Area in Need of Redevelopment.  This would allow him to capitalize on the designation by requesting PILOT tax abatement and offering a building plan outside of current zoning.

Residents have argued that the Lincoln Avenue properties should be removed from the Redevelopment area and left as Single-Family (R1) properties.  While the Mayor and Council allowed these properties to be included in the zone, they profess the desire to keep those lots zoned for R1 only.  The owner does not agree.  It remains to be seen what Redevelopment Plan will take shape.
